Karl R. Smith is a seasoned Liberian technology executive, entrepreneur, and digital transformation strategist with over 18 years of experience delivering complex ICT initiatives across government, financial services, and development sectors. He serves as Chief Technology Officer (CTO) and Partner at MWETANA Consulting & Technology Group Inc., where he leads engineering, product innovation, and strategic technology partnerships.
Karl brings deep expertise in enterprise systems, digital financial services, cybersecurity governance, and large-scale technology integration. Under his leadership, MWETANA has supported the design and implementation of critical national platforms spanning identity management, financial systems, health, education, and public sector digitization.
As a Board Member of International Bank (Liberia) Limited, Karl provides strategic oversight on technology, e-banking, risk, and compliance. He contributes to strengthening digital banking initiatives, improving IT governance frameworks, and aligning technology investments with the bank’s broader business and risk management objectives.
Karl is widely recognized for his ability to bridge the gap between technology and business strategy, bringing a practical, results-driven approach to digital transformation. He holds a Master’s degree in Advanced Computer Science from the University of Leicester and a Bachelor’s degree in Business Management. He is also a certified Project Management Professional (PMP) and Data Center Infrastructure Expert (DCIE). Additionally, Karl holds advanced certificates in Software Engineering, Network Infrastructure, Cybersecurity, and Artificial Intelligence.
He is also a founding member and Secretary of the Liberia Information Technology Consortium (LITCON), where he plays a key role in advancing collaboration and policy dialogue within Liberia’s technology ecosystem.
