Abigail Urey Miller Director

Abigail T. Urey is an experienced consultant, Chief Financial Officer, and entrepreneur with over 20 years of professional experience in financial management, operational strategy, taxation, and executive leadership across Sub-Saharan Africa and the United States. She is recognized for her expertise in corporate finance, investment structuring, governance, and the development of sustainable business models in emerging markets.

She is the Managing Partner of Phoenix Tax and Accounting Consultancy (“Phoenix”), which she founded in January 2016. Through Phoenix, she has provided high-level tax strategy and advisory services to clients across diverse industries, delivering planning solutions rooted in legal and regulatory frameworks to optimize compliance and reduce redundant tax exposure. She has also led corporate restructuring engagements from a financial standpoint and is well regarded for her effective engagement with tax authorities to support the practical application of fiscal regimes. Her work includes serving as a key advisor on tax strategy within the mining, financial services, renewable energy and trading industries, as well as supporting the establishment of accounting systems, reporting structures, and financial models that strengthen decision-making and performance management.

In addition, Abigail T. Urey served as Co-Owner and Chief Financial Officer of LIB Solar Liberia, Liberia’s largest rural solar energy provider (2019-2025). In this role, she has designed and implemented financial and operational systems supporting rapid scale, including integrated billing, collections, payments, and reporting frameworks. Previously, she co-founded EdGail Recycling Inc., working with various industrial metals, waste lubricants and plastics, which she scaled into an international recycling enterprise. Earlier in her career, she worked at PricewaterhouseCoopers (PwC) in Boston, building a strong foundation in investor-grade reporting, audit readiness, and regulatory compliance.

She currently serves as a Director of International Bank (Liberia) Limited; she also serves on the Board of the Gbowee Peace Foundation Africa and Treasurer of the Liberia Chamber of Mines (2023–2025).

She holds a Master of Science in Taxation, a Bachelor of Science in Accounting from the University of Massachusetts, executive education in Corporate Finance and Strategy from the London School of Economics (LSE), and an Advanced Professional Certificate in International VAT/GST from IBFD.
